Funding supports best-practice, demonstration or pilot projects that contribute to the reduction of greenhouse gas emissions, and to the implementation and development of Union policy and legislation on climate change adaptation. Priority is given to projects addressing key cross-sectoral, transregional or cross-border issues, as well as those with demonstration and transferability potential, green infrastructure and ecosystem approaches to adaptation, and projects aiming to promote innovative adaptation technologies.

Public bodies, private commercial organisations and private non-commercial organisations, including non-governmental organisations, based in EU may apply. Projects involving business-sector co-financing are favourably considered. In addition, projects must take place in an EU member state.

The programme budget is approximately €3.46 billion, with 25 per cent allocated to the sub-programme for climate action. Each project may request up to 60 per cent of eligible costs, except in the case of those focusing on concrete conservation actions for priority species or habitat types, which may request up to 75 per cent of eligible costs. There is no limit on project length, but most projects last from two to five years.
